Senior Estimator - Civil Engineering / Utilities Infrastructure

Location: North West (Hybrid)
Salary: Competitive + Package

Overview

A leading civil engineering and utility services contractor with a long-standing presence in the North West is seeking a Senior Estimator to support continued growth across major infrastructure frameworks.

The business is delivering a strong pipeline of work across utilities, highways, and aviation infrastructure, working with key clients including major water authorities, local authorities, and transport hubs. Role Summary

The Senior Estimator will play a key role in securing new business by producing accurate, competitive, and commercially sound tenders across civil engineering and utility projects.

You will be responsible for managing the full estimating lifecycle, working closely with internal teams, supply chain partners, and senior stakeholders to deliver high-quality submissions aligned with client requirements.

Key Responsibilities

Prepare detailed estimates from first principles across civil engineering and infrastructure projects 
Review tender documentation (ITT), specifications, and drawings to fully understand scope and risks 
Carry out accurate quantity take-offs and pricing exercises 
Develop and manage subcontractor and supplier enquiries 
Analyse quotations and build robust, competitive pricing models 
Contribute to bid strategy, risk assessment, and value engineering opportunities 
Ensure timely and compliant submission of tenders in line with client requirements 
Work collaboratively with pre-construction, commercial, and operational teams 
Support continuous improvement within estimating processes and systems  

Key Requirements (Essential)

HNC/HND or Degree in Civil Engineering or related discipline 
Minimum 5 years' experience in estimating within civil engineering or utilities 
Strong on-site background within civil engineering projects (minimum 5 years) 
Proven experience pricing infrastructure projects (e.g. highways, wastewater, utilities, FRC works) 
Proficiency in estimating software such as Causeway, Conquest, Candy, or similar 
Strong understanding of measurement and contract frameworks: 
CESMM 
HWMM 
SMM7 
NEC contracts 
Strong commercial awareness and financial acumen  

Desirable Experience

Experience working on frameworks with Multi utilities or local authorities 
Exposure to major infrastructure or airport-related projects 
Experience within multi-utility or civils-led contractors 
Knowledge of value engineering and bid optimisation strategies
