Senior Planning Officer
Location: King Square, Bridgwater, TA6 3AR

Responsibilities
Manage a diverse and complex caseload of planning applications, including major developments, through negotiation with developers and consideration of third-party comments.
Provide support and guidance to planning officers and consultees, ensuring compliance with agreed timescales and delivering appropriate development.
Prepare appeal statements and serve as an expert witness at hearings and public inquiries related to planning and enforcement appeals.
Respond promptly to inquiries from developers, members, and the public, ensuring service efficiency and reliability.
Ensure compliance with relevant legislation, organizational policy, and professional codes of conduct.
Deliver the council's equality, diversity, and inclusion policies, promoting equality of opportunity for all.
Process applications for a wide range of development schemes, undertaking negotiations and balancing material considerations.
Draft reports for Planning Committee and delegated decisions, considering legislation, case law, and council procedures.
Provide professional support and guidance to planning officers in processing applications and compliance activities.
Attend Planning Committee meetings, present oral reports, and take necessary follow-up actions.
Prepare appeal statements and act as expert witness for the Local Planning Authority in various proceedings.
Process planning applications, conduct site visits, and make recommendations on planning applications and related matters.
Assess planning merits and provide reports for Planning Committee and delegated decisions.
Provide general advice to the public, members, and developers regarding planning requirements and enforcement processes.
Maintain high levels of customer service and meet performance standards.
Conduct monitoring and compliance activities, including investigating complaints and resolving breaches of planning control.
Undertake training and development to maintain expertise and knowledge in line with Continuing Professional Development (CPD) standards.
Discharge other reasonable duties appropriate to the appointment and grading of the post.
Person Specification
Degree in Town Planning or related subject with equivalent experience and eligibility for RTPI membership (Essential).
Ability to provide detailed advice across a range of planning issues in a development management environment (Essential).
Good knowledge of planning, enforcement, planning policy, case law, and relevant legislation (Essential).
Strong negotiation skills and ability to resolve issues positively (Essential).
Ability to work under pressure, prioritize, organize, and plan fluctuating workloads (Essential).
Effective communication with a range of stakeholders (Essential).
Adaptability and responsiveness to change (Essential).
Influence and persuasion skills to achieve objectives (Essential).
Thoughtful judgment for managing complex service delivery (Essential).
Flexible approach to working hours (Essential).
Experience working at a Senior level in Development Management with the ability to manage caseloads (Essential).
Experience of defending the Council at appeal (Desirable).
Experience working within a team to support development and CPD (Essential).
