Description
Organisational Context
The role sits within the Housing & Tenancy Services Directorate at the London Borough of Newham.
The service is undergoing a post-regulatory improvement programme, with a focus on embedding strategic leadership, regulatory assurance, and resident-focused service delivery.
The role supports transformation across multiple housing functions including tenancy management, especially and focussing on, identifying vulnerabilities and knowing our tenants.
Key Responsibilities
Lead the development and implementation of service improvement plans aligned with regulatory standards (e.g. Social Housing Regulation Act, Consumer Standards).
Co-produce policies, procedures, and service models with staff.
Coordinate cross-functional working groups to deliver priority improvement projects.
Contribute to and implement performance frameworks and service standards.
Draft business cases, project plans, and reports for senior leadership and governance boards.
Provide subject matter expertise on vulnerabilities, regulatory compliance, and service design from a housing services perspective.
Essential Skills & Experience
Proven experience in service development or transformation within social housing or local government. Essential
Strong understanding of housing regulation, consumer standards, and resident engagement.
Excellent project management and stakeholder engagement skills.
Ability to translate strategic objectives into operational delivery.
Skilled in drafting high-quality reports, policies, and procedures.
Comfortable working at pace in a complex, high-profile environment.
Social Housing experience
Understanding and knowledge of pre-post RSH work
Project management
* Lead the development and implementation of service improvement
Desirable Attributes
Experience working in a pre or post-regulatory or improvement context.
Familiarity with co-production and resident involvement methodologies.
Confident communicator, able to influence at senior levels.
