We are seeking an experienced Site Manager with proven delivery experience on Ministry of Justice (Ministry of Justice) projects. The successful candidate will be responsible for managing all on-site activities, ensuring works are delivered safely, on time, within budget, and in full compliance with MOJ standards, prison/security protocols, and government construction frameworks.
Key Responsibilities:
* Manage day-to-day site operations from mobilisation through to handover
* Ensure strict compliance with MOJ security requirements, including controlled access procedures and escorting protocols where applicable
* Coordinate subcontractors, direct labour, suppliers, and site logistics
* Maintain programme delivery, reporting progress against milestones and recovery plans where necessary
* Enforce health, safety, and environmental standards, ensuring full compliance with CDM Regulations
* Liaise with MOJ representatives, prison authorities, consultants, and client stakeholders
* Manage permits, RAMS (Risk Assessments and Method Statements), and site documentation
* Conduct site inductions and toolbox talks
* Monitor quality control and ensure works meet specification and government standards
* Identify and resolve site issues proactively to avoid programme delays
* Oversee site reporting, including daily logs, progress reports, and compliance records
Essential Requirements:
* Proven experience as a Site Manager on MOJ or secure government projects (prisons, courts, custodial facilities)
* Strong understanding of security-cleared environments and controlled access sites
* Valid SMSTS (Site Management Safety Training Scheme)
* CSCS Black Card (or equivalent management-level qualification)
* First Aid at Work certification
* Strong knowledge of CDM Regulations and UK construction health & safety legislation
* Experience managing subcontractors on complex, high-security projects
* Excellent communication and stakeholder management skills
* Ability to obtain or hold relevant security clearance (e.g., BPSS/SC depending on project)
Desirable Experience:
* Delivery of refurbishment or new build works within operational prisons or live secure environments
* Experience working under NEC or other public sector contracts
* Familiarity with MOJ technical standards and compliance frameworks
* Strong planning and programming skills (e.g., Asta Powerproject or MS Project)

* Calm under pressure and able to make decisions in restricted-access environments
* Strong leadership and team coordination skills
