Exciting Opportunity for a Strategic Lead - Traffic & Transport in North East Lincolnshire An excellent opportunity has arisen for a highly motivated and experienced Strategic Lead - Traffic & Transport to join my client's forward-thinking council in North East Lincolnshire. This strategic leadership role is ideal for a candidate with a strong background in transport planning, traffic management, and multi-disciplinary service leadership. The council has an inclusive culture with clear values at the heart of everything they do, and they offer hybrid working for this role - with 2-3 days per week expected in the office to actively contribute to team culture, collaboration, and leadership visibility. You will lead the strategic planning, development, and delivery of all traffic and transport initiatives across the network. A key focus will be developing and implementing the Local Transport Plan strategy, working closely with the Greater Lincolnshire Mayoral Combined Authority and securing investment for North East Lincolnshire in line with the Council Plan. The main duties of the Strategic Lead - Traffic & Transport are: · Leading a multi-disciplinary group of staff to deliver functions in street works, traffic management, road safety and transport. · Providing clear leadership and support to ensure a community-based approach to service delivery, improving elected member, stakeholder and community satisfaction. · Leading on the development and delivery of the Local Transport Plan and related strategies, ensuring alignment with regional, national and Mayoral Combined Authority priorities. · Responding to and reporting on complex traffic and transport issues, providing expert advice on what improvements can be achieved within budgetary, best practice and legislative constraints. · Providing a local community focus for all traffic and transport activity, identifying, prioritising and commissioning delivery to ensure contract compliance, quality and value for money. · Developing and maintaining strategic relationships with a wide range of partners, working collaboratively with internal services, elected members, the Mayoral Combined Authority, communities and contractors to deliver shared outcomes. · Maximising business opportunities through robust business cases, securing external funding, demonstrating value for money and efficiency savings, and supporting teams to deliver. · Reporting on progress, challenges and opportunities to senior management and elected members, ensuring transparency, accountability and evidence-based decision making. · Championing sustainable transport, road safety and accessibility across the network, embedding innovation and continuous improvement into service delivery. The Strategic Lead - Traffic & Transport will have key experience in: · Senior leadership within highways, traffic, transport planning or related local authority services. · Managing multi-disciplinary teams and complex work programmes, including performance management and staff development. · Strong understanding of transport policy, Local Transport Plans, traffic management, road safety and wider place-based regeneration agendas. · Working with Combined Authorities, government departments, funding bodies and partners to secure and manage investment. · Delivering community-focused services and working closely with elected members, local communities and stakeholders. · Preparing and presenting complex reports, business cases and strategic recommendations to senior officers and members. · Managing budgets and commissioning arrangements, ensuring services deliver quality outcomes, contract compliance and value for money. · Excellent analytical, problem-solving, interpersonal and negotiation skills, with the ability to influence at a senior level. · Comfortable working in a hybrid model, with 2-3 days per week in the office to support visibility, collaboration and leadership of the team.
