The Northern Care Alliance NHS Foundation Trust (NCA) delivers hospital and community healthcare across Salford, Oldham, Bury and Rochdale, serving a population of over 1 million people. With 20,000 staff, we operate one of the NHS’s largest and most ambitious capital investment programmes.
As part of our expansion, we are looking for a detail-driven and forward-thinking Strategic Programme Manager to join our Capital team. If you’re passionate about shaping project feasibility, decant strategy, and business case development—and you bring a surveying, architectural, or cost-planning background—this role offers real purpose and impact.
You’ll take ownership of RIBA stages 0–2, leading the scoping and development of future-facing healthcare infrastructure projects. You’ll work in collaboration with clinical leaders, estates professionals and multi-disciplinary teams to define and prioritise the next generation of NCA’s capital investments.
What You’ll Do:
* Lead feasibility, service user engagement, and early design development
* Create elemental cost plans and project briefs to inform strategic investment decisions
* Draft strategic business cases, design options and initial appraisals
* Shape decant and phasing strategies for complex estate reconfigurations
* Ensure compliance with NHS healthcare standards including HTM, HBN and CDM regulations
* Support early-stage prioritisation across a multi-site, multi-million-pound capital pipeline
About You:
You’re a structured thinker with excellent communication skills and a background in surveying, construction, or architecture. You’ll need:
* A degree in building surveying, quantity surveying, construction, or architecture
* Experience managing project feasibility and early-stage design in healthcare environments
* Understanding of NHS estate guidance and capital project standards (HTMs/HBNs) and building regulations
* Ability to translate clinical and operational requirements into viable capital project briefs
Bonus Points:
* Chartered status (e.g. RICS, CIOB, MAPM)
* Experience with AutoCAD and elemental cost planning tools
* Public sector or NHS capital development experience
