Job Description

Street Cleansing Fleet Officer Location:  Civic Centre, SM4 5DX Start Date: ASAP Contract Duration: 3+ Months Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week Pay Rate: £ 21.33 per hour Job Ref: (phone number removed) Responsibilities Oversee compliance with driver hours regulations and conduct comprehensive vehicle safety compliance checks. Coordinate adherence to environmental standards and spearhead training initiatives. Execute Council policies and procedures to support the highest standards of regulatory compliance, operational excellence, and safety. Contribute to establishing and implementing a robust compliance framework. Evaluate regulatory requirements and industry best practices to achieve a secure, efficient, and legally compliant Fleet Service. Support the management of any Operator’s Licence and appropriate audit systems for compliance monitoring. Manage over 100 vehicles with a value of £7.7 million. Ensure compliance with legal regulations and organisational policies regarding the fleet, maintenance activities, and drivers. Develop strategies for continuous service improvement, cost reduction, and demonstration of value for money. Develop partnerships with the Waste Collection Contractor for timely fleet maintenance. Provide routine compliance and service reports to management. Schedule regular inspections of fleet and contracted vehicles and drivers. Ensure drivers fulfil their duties responsibly, safely, and legally. Monitor compliance with vehicle maintenance, driver defect reporting, and drivers' records. Conduct audit checks of the Authority's plant and tool assets. Provide guidance and education to drivers and Supervisors on legal responsibilities. Monitor and report on speeding, overloading, vehicle safety, and other traffic offences. Maintain records of drivers' licenses and CPC training requirements. Administer Merton’s Vehicle Insurance scheme, including claims investigation and liaising with insurance companies. Ensure staff are trained to meet legislative, contractual, and quality assurance requirements. Provide advice on vehicle purchasing decisions. Maintain effective communication with staff and third-party contractors. Hire vehicles through supported procedures ensuring best value and compliance with procurement procedures. Administer and record hire vehicle service schedules. Schedule and provide reminders for MOT / Tacho appointments. Reconcile supplier invoices and update internal systems. Person Specification In-depth understanding of fleet management maintenance. Knowledge of environmental regulations, emissions standards, and fuel efficiency requirements. Understanding of fleet regulations, laws, and standards. Expertise in staff engagement and ability to work effectively within a team. Proficiency in Microsoft Office applications and waste-related software. Strong written, verbal, and presentational communication skills. Proficient in negotiation with third-party vehicle repair services. Experience in preparing and submitting accurate reports to management. Ability to establish credible relationships with operational delivery teams. Capacity to prioritize and manage a demanding workload effectively. Clean driving licence and demonstrated experience in fleet management operations. Knowledge of street cleansing vehicles and service planning. Commitment to the Council’s Equal Opportunities policy.
