Job Description

Job Title: Civils Contract Officer Client: Rugby Borough Council Rate: PAYE £18.26 - £20.48 | Umbrella £24.01 - £26.97 Duration: 3 Months with potential extension Purpose of the role: The role involves supervising the Street Scene engineering function ensuring high-quality delivery of civil works with zero defects. You'll lead the Street Scene teams, oversee compliance with legal and safety standards, coordinate with contractors and local authorities, and ensure all projects meet service expectations and reflect the organisation's CANDO values. Central to the role is maintaining safety, providing the right resources, and ensuring timely, efficient completion of all street works. Desirable qualification: NRSWA Essential Job Responsibilities: Demonstrated experience in civils delivery across a range of street furniture tasks (e.g. paths, drainage, property repairs, car parks, fly tipping, bin repairs/replacement, spoil removal) Possess a valid NRSWA certificate, or be willing to undertake training to obtain qualification Ability to supervise daily Street Scene tasks at multiple borough locations, ensuring agile and reliable team performance Conduct inspections and site visits to define scope of works and proactively identify/manage risks Stay current with legislation and procedural updates, particularly HAUC and NRSWA requirements Proven leadership in supervising both Direct Labour Organisation (DLO) teams and subcontractors, fostering mentorship and accountability Build strong working relationships across departments to ensure services align with client expectations Experience in quoting, tendering, and procurement, with the ability to read and interpret client schematics accurately Strong attention to detail with proactive problem-solving and confident decision-making skills
