Role Purpose
To support the Head of Network Management in ensuring compliance with the New Roads and Street Works Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA), and relevant permit schemes. The role focuses on the assessment, coordination, and inspection of streetworks and utility projects, with a particular emphasis on minimising disruption to road networks and fulfilling the Network Management Duty.
Key Responsibilities
Manage and develop processes for receiving, assessing, and approving permit applications in line with the NRSWA, TMA, and permit schemes.
Assess permit applications for accuracy, compliance, and potential breaches, taking corrective action where necessary, including issuing Fixed Penalty Notices (FPNs).
Monitor permit applications and planned works to identify clashes, optimise coordination, and negotiate revised schedules with promoters.
Liaise with utility companies, contractors, transport authorities, and other stakeholders to ensure effective planning and delivery of works.
Inspect active works and reinstatements to ensure compliance with the Safety at Street Works and Road Works Code of Practice (Red Book) and the Specification for the Reinstatement of Openings in Highways (SORH).
Provide technical advice on traffic management arrangements, ensuring safety and minimising disruption.
Represent the organisation at traffic liaison and coordination meetings.
Engage with stakeholders, including residents and elected members, to respond to enquiries, resolve issues, and provide timely updates.
Review and assess applications for Temporary Traffic Regulation Orders (TTROs), ensuring diversion routes are suitable and coordinated with other activities.
Support enforcement, inspection, and cost recovery processes, including preparing documentation for legal proceedings when required.
Keep up to date with changes in legislation, technical standards, and best practice, and contribute to continuous improvement in service delivery.
Person Specification
Knowledge & Skills
In-depth understanding of NRSWA 1991, TMA 2004, and the Highways Act 1980.
Strong knowledge of site inspections, compliance with the Red Book, and reinstatement standards under SORH.
Understanding of health and safety legislation relevant to works on the highway.
Ability to interpret complex legislation, policies, and technical guidance.
Strong negotiation, consultation, and communication skills.
Analytical ability to assess and resolve conflicting priorities.
Excellent organisational skills with the ability to meet competing deadlines.
Confidence in dealing with conflict and managing sensitive stakeholder relationships.
Qualifications
Valid New Roads and Street Works (NRSWA) qualification.
Full UK driving licence (essential)
