Job Responsibilities
Make technical recommendations to the Accommodation Supply and Resettlement Service.
Lead inspections of properties and communal areas for inclusion in the leasing scheme.
Conduct inspections of dwellings, advise on repair and adaptation methods, and provide technical support regarding repairs and maintenance of stock.
Issue work orders, ensure efficient cost control, supervise all works as they proceed and upon completion, and instruct contractors to remedy any defects as necessary.
Carry out specialist research and analytical duties, making recommendations on appropriate courses of action.
Perform duties under delegated authority or as assigned by the Council.
Utilize available technology, including specialized technical equipment.
Prepare statements of evidence and associated documentation, and attend court or public inquiries to provide evidence on behalf of the Council as needed.
Stay updated on current legislation, technical knowledge, and new developments, and assist with establishing technical standards and working methods.
Authorize and verify repair/improvement work carried out by Lessors and their agents under the Private Sector Leasing Scheme.
Provide technical advice and assistance to other areas of the housing needs service as required.
Develop and monitor the hostels capital and planned maintenance program, completing all Project Implementation documentation.
Ensure all vacant dwellings included in redevelopment schemes are assessed for short-life purposes.
Provide technical support to the procurement team.
Develop performance standards in conjunction with the Manager and monitor achievements.
Ensure all supervised works comply with contract/procurement criteria, specifications, standing orders of the Council, and Health and Safety at Work Regulations.
Authorize payments on specified works.
Liaise with building services regarding any disputes.
Investigate claims of damage to PSL property by owners or outside agencies, produce reports with repair specifications and cost estimates, and negotiate with lessors or their agents to supervise remedial works.
Make recommendations to the Accommodation Supply Manager regarding tenant transfers when extensive repairs are needed.
Determine repair responsibilities according to the PSL lease and prepare cost estimates for owners when required.
Manage the repairs and maintenance budget for temporary accommodation in conjunction with the Accommodation Supply Manager.
Negotiate with landlords regarding the hand back of their PSL in accordance with lease terms, minimizing expenditure on hand backs for the Council.
Use VDU and computer systems for all duties.
Adopt a flexible approach to duties, assisting in covering all aspects of work throughout the housing service as required to promote the general well-being of the service.
Attend various internal and external meetings, including those with difficult residents and individuals who have taken legal action against the council.
Conduct on-site risk assessments following Housing health and safety rating system guidance and produce dynamic risk assessments for difficult and vulnerable customers.
Maintain attention to detail and good record-keeping, ensuring notes, emails, and inspections are appropriately stored and completed within relevant business timescales.
Lead and support the investigation, assessment, and resolution of disrepair claims within the housing portfolio, ensuring legal compliance, maintaining housing stock condition, protecting the organization from litigation, and safeguarding tenant welfare.
Provide accurate and comprehensive survey reports essential for key decisions related to property maintenance, compliance, asset management, planning, and risk mitigation.
Coordinate and oversee contractors across various property maintenance, repair, and improvement projects, ensuring contracted works are delivered to exceptional standards, within budget, and on schedule.
Combine technical surveying expertise with excellent interpersonal and communication skills to ensure stakeholder concerns, requirements, and feedback are accurately integrated into planning, development, and execution phases.
Reduce void times, ensure properties meet quality and safety standards, and maximize housing availability for tenants.
Maintain knowledge of the schedule of rates to ensure consistency and value for money in pricing and specification across all jobs, supporting accurate budgeting and financial forecasting.
Drive down reactive spending, improve long-term asset performance, and ensure maintenance activities are cost-effective and aligned with the organizational strategy.
