Traffic and Street Works Manager
Role Overview:
We are seeking an experienced and driven Traffic and Street Works Manager to join a leading council in the Home Counties on a contract basis. This is a pivotal leadership role, responsible for managing traffic flows, coordinating highway works, and maintaining transport assets in line with the New Roads and Street Works Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA), and the Council's Transport Plan.
You will act as the Council's designated Traffic Manager, providing strategic direction to ensure the roads network operates safely, efficiently, and with minimal disruption. This is a fantastic opportunity to lead a high-performing team, influence transport policy, and play a key role in shaping the future of the county's highways network.
Key Responsibilities:
· Lead and manage the Traffic and Street Works team, ensuring effective coordination of road and utility works in compliance with NRSWA and TMA.
· Act as the designated Traffic Manager to ensure traffic conditions across the network are kept as free-flowing as possible.
· Oversee the maintenance and performance of intelligent transport systems, including traffic signals, CCTV, and travel information systems.
· Manage street and road works coordination, including compliance monitoring, performance management, and recovery of allowable charges.
· Work collaboratively with internal teams, contractors, utility companies, and external agencies to plan, coordinate, and manage highway activities.
· Lead the response to planned and unplanned events, emergencies, and incidents to minimise disruption and maintain public safety.
· Provide strategic direction and input into transport policy, congestion management, and network performance improvement initiatives.
· Ensure efficient use of resources and budgets while maintaining high standards of service delivery.
Candidate Profile:
· Proven experience managing traffic management, street works, or highway network functions within a local authority or public sector environment.
· Strong leadership and team management skills with the ability to motivate and develop staff.
· In-depth knowledge of the Traffic Management Act 2004, New Roads and Street Works Act 1991, and associated legislation.
· Experience overseeing intelligent transport systems and highway asset management.
· Excellent stakeholder engagement and communication skills, with the ability to work collaboratively across departments and with external partners.
· Strong project and budget management skills, with a focus on achieving operational efficiency and service excellence.
· A strategic thinker with the ability to solve complex problems and deliver innovative, practical solutions.
