Job Description

Job Title: Capital Projects Manager (Contract until December 2026, potential to be extended) Salary: £70,000 Location: Glasgow (Hybrid) Overview An exciting opportunity has arisen for an experienced Capital Projects Manager to lead the delivery of a diverse portfolio of property, infrastructure, and estate-based capital projects. This role is responsible for managing projects from inception through to completion, ensuring delivery is safe, on time, within budget, and aligned with organisational objectives and regulatory requirements. Working closely with internal teams, external consultants, contractors, funding bodies, and community stakeholders, the successful candidate will play a key role in driving capital investment programmes and supporting long-term asset and sustainability strategies. In addition, the postholder will oversee a small administration function, ensuring effective operational support, resource allocation, and data governance Key Responsibilities Project Management & Delivery Lead end-to-end delivery of capital projects including refurbishment, new build, infrastructure, and asset enhancement schemes Develop project briefs, business cases, feasibility studies, and execution plans Define scope, timelines, budgets, risks, and resource requirements Manage multiple concurrent projects of varying size and complexity Ensure adherence to governance frameworks and project management best practiceProcurement & Contract Management Manage procurement processes in line with public sector regulations and internal policies Prepare tender documentation and support evaluation and appointment of suppliers Administer contracts and monitor contractor performance Manage variations, claims, disputes, and change control processesFinancial Management Develop and manage capital budgets and expenditure profiles Monitor costs and ensure robust financial control throughout project lifecycles Support funding applications, grant claims, and financial reporting Identify and deliver cost efficiencies where possibleStakeholder Engagement Build and maintain strong relationships with internal and external stakeholders Engage with local authorities, board members, community groups, and funding bodies Present project updates, risks, and recommendations to senior stakeholders Lead consultation and communication activitiesGovernance, Compliance & Risk Ensure compliance with relevant legislation, including Health & Safety, CDM Regulations, planning and building standards, environmental requirements, and procurement rules Maintain risk registers and mitigation strategies Ensure accurate reporting, governance processes, and audit trailsAsset & Sustainability Initiatives Support asset management and capital investment strategies Contribute to sustainability, energy efficiency, and decarbonisation programmes Identify opportunities for innovation and community benefitTeam Leadership (Administration Function) Lead and manage the administration team supporting procurement, invoicing, and bookings Ensure effective handling of data requests and compliance-related administrationReporting & Performance Produce regular progress reports for senior leadership Monitor performance against KPIs and milestones Conduct post-project reviews and implement lessons learned Promote a strong health and safety culture Ensure delivery aligns with equality, diversity, and customer service standards Participate in team and organisational meetings as required Undertake additional duties as appropriatePerson Specification Education & Qualifications (Essential) Degree or equivalent in a relevant discipline (e.g. Construction Management, Project Management, Engineering, Architecture, Building Surveying, or Property/Asset Management) Professional project management qualification (e.g. PRINCE2, APM, PMP) or equivalent experienceDesirable Membership of a relevant professional body (e.g. APM, RICS, CIOB, CIH, ICE)Experience (Essential) Proven experience delivering capital projects in sectors such as public sector, housing, construction, infrastructure, or regeneration Strong stakeholder engagement and partnership working experience Experience managing project governance and riskDesirable Experience within local authorities, housing associations, or similar organisations Experience delivering sustainability, retrofit, or decarbonisation programmesKnowledge & Skills Strong understanding of project management methodologies and best practice Knowledge of public sector procurement and contract management Understanding of Health & Safety and CDM Regulations Financial management and business case development skills Knowledge of asset management principlesPersonal Attributes Excellent organisational and planning skills Strong analytical and financial capability Effective negotiation and influencing skills Ability to manage competing priorities and deadlines Strong communication skills (written and verbal) Proficiency in Microsoft Office and project management tools Collaborative approach with strong partnership working abilityAdditional Information The role requires a proactive and adaptable individual who can lead complex projects while maintaining high standards of governance, safety, and stakeholder engagement.
