Job Description

Elevate projects are working in partnership with our client, a local housing provider, to appoint an experienced Costs Consultant to provide support and advice to the Capital Governance Board.

  * Undertake a fundamental review of Capital Programme Expenditure and associated Funding streams, to identify opportunities for cost efficiencies, improved project management and forecasting and optimising funding streams.

  * Review and strengthen the Capital Strategy, Capital Programme, and inter-relationships with the Treasury Management Strategy.

  * Engage with Programme and Project Managers, Finance Business Partnering, Financial Strategy and Corporate Finance Colleagues to establish more robust project management, financial management, reporting, and accounting arrangements.

  * Development and delivery of guidance and training to finance and non-finance officers relating to capital expenditure and funding rules and procedures, including contributing to a review of financial regulations
