We are seeking a Programme Development Lead to join our Home Energy West Yorkshire team to cover maternity leave - an exciting opportunity to contribute to one of the Combined Authority’s top strategic priorities: retrofitting homes to cut carbon emissions by 2038. Reporting to the Head of Home Energy West Yorkshire, you will lead the development of policies and programmes that enable effective delivery of net-zero and climate-resilient outcomes through domestic retrofit, helping ensure that everyone in West Yorkshire can live in a warm, comfortable and low-carbon home. As part of the Policing, Environment and Place Directorate, our rapidly growing service plays a central role in delivering the mayor’s commitment to tackle the climate emergency, protect our environment and reduce fuel poverty during the ongoing cost-of-living crisis. You will focus on programme development that targets areas of market failure and designs interventions not provided by the commercial market, driving improved sustainability, accessibility and long-term regional growth. Our Programme Development Lead role includes leading the development of new financial incentive products to support retrofit activity, managing client-side support contracts, and providing strategic leadership to direct reports. Supported by a Policy Officer and working alongside a dedicated team, you will collaborate to shape and structure policy and programmes that address key barriers to domestic retrofit and support the implementation of our evolving Home Energy West Yorkshire plan. The Role
Reporting into the Head of Home Energy, your key responsibilities will include:
· Leading and developing business cases for programmes and projects across the domestic net zero agenda ensuring their seamless transition into delivery.
· Representing the Combined Authority and Home Energy West Yorkshire at nationally and regionally significant events.
· Line management of a Policy Officer assigned to Home Energy West Yorkshire.

About You
You will have the following key skills, attributes, education and experience:
· Strong understanding of policy development and experience of working within a place or environment setting.
· Experience of policy and strategy development within a complex organisation, translating policy objectives into programmes and delivery.
· Excellent communication, partnership working and negotiating skills to lead on working with a range of key partners.
· Excellent organisation and project management skills.
· Ability to work on own initiative.
· Experience of working within an energy efficiency and renewable settings would be desirable.
