Working Pattern: Site-based, remote and office-based

The Role

Wiltshire Council is seeking an experienced and robust Management Contract and Compliance Lead to oversee high-value waste contracts across the authority.

This is a senior client-side role requiring strong operational knowledge and the confidence to manage complex, multi‑million‑pound waste contracts.

You will be responsible for contract management and compliance across multiple waste streams, working closely with internal stakeholders and external providers to ensure value for money, performance delivery, and regulatory compliance.

Key Responsibilities

  * Client-side management of large-scale waste contracts, including:

      * Household Waste Recycling Centres (HWRC)

      * Waste Collections

      * Materials Recycling Facilities (MRF)

      * Landfill and Closed Landfill operations

  * Managing and monitoring multi‑million‑pound contracts

  * Ensuring contractor performance, compliance, and service delivery

  * Applying strong commercial and operational judgement to challenge providers effectively

  * Advising on waste operations, contract risks, and improvements

  * Working flexibly across sites, remotely, and from the office as required

About You

To be considered, you must be a senior and experienced waste contract manager with:

  * Proven experience managing large, complex waste contracts

  * Strong operational knowledge of waste collection and treatment services

  * Background within a local authority or a large commercial waste organisation

  * The confidence to operate as a “hard‑nosed” contract manager when required

  * Experience working on the client side, holding suppliers to account

  * Flexibility to work site-based, remotely, and from the office
