Hill & Hill Recruitment are seeking a Fire Safety Manager to work with one of our Housing Association clients based in Devon.
Reporting to the Senior Compliance Manager, you will act as the lead competent fire safety professional, supporting the organization as the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005, alongside supporting duties under the Building Safety Act 2022. You will lead the strategic and operational management of fire safety across the residential housing stock—overseeing risk governance, fire doors, remediation, contractor assurance, and compliance reporting.
With direct line management of a Fire Remediation Manager and a Fire Door Supervisor, you will provide clear professional assurance to senior management and the Board that fire safety risks are rigorously controlled and delivered within required timescales.
Key Responsibilities:
* Lead compliance with the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Fire Safety (England) Regulations 2022, and the Building Safety Act 2022.
* Develop, implement, and review the overarching fire safety strategy, policy framework, KPIs, and assurance arrangements.
* Commission, review, and quality assure fire risk assessments (FRAs), fire door programmes, and passive fire protection inspections.
* Manage and mentor operational staff, including the Fire Remediation Manager and Fire Door Supervisor.
* Oversee risk-based decision making for means of escape, compartmentation, evacuation arrangements, and higher-risk building safety case inputs.
* Provide timely assurance reporting, advice, and escalation to senior management on compliance, risk gaps, and enforcement matters.
Your Experience:
* Significant experience as a competent fire safety professional within social housing or a complex residential property setting.
* In-depth knowledge of the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, and Building Safety Act 2022 obligations.
* Proven experience managing fire risk assessments, fire remediation works, and passive/active fire safety programmes.
* Track record of managing staff, contractors, and technical compliance budgets.
* Strong analytical skills with the ability to interpret technical reports and present clear, actionable advice to Executive Teams and Boards.
* Relevant professional fire safety qualification or professional membership (e.g., IFE, IFSM, or tier-registered fire risk assessor status).
