£35.06 per hour PAYE or £45 per hour limited via umbrella company inside IR35
Our client is looking for an experienced Contaminated Land Officer
Mainly remote working, potential some need to visit local authority office on occasion, but not the norm
Qualifications/Training
A relevant degree in an Environmental subject or equivalent relatable experience.
Experience in the use of ArcGIS databases
Knowledge of relevant legislation, guidance and regulatory requirements.
Experience of work relating to contaminated land.
Ability to communicate effectively at all levels with excellent verbal and written communication skills.
Excellent IT skills including use of Microsoft Word, Excel, PowerPoint and Outlook, and ArcGIS.
Proven ability to work to deadlines, prioritise work and manage competing work demands.
Able to respond positively under pressure.
High level of accuracy and attention to detail.
Ability to work within a team and be a team player.
Able and willing to work independently and under supervision.
Flexible and receptive to new ideas and ways of working.
Ability to effectively analyse and interpret data.

Overall, Purpose
1. To advise, give guidance, undertake inspections/investigations and associated enforcement actions on Contaminated Land matters.
2. To update, implement and lead on the implementation of the Council’s Contaminated Land Strategy.
3. To work closely with and assist the other members of the Environmental Protection Team to ensure that all aspects of the contaminated land service are constantly kept under review and improved.
1. To respond to Planning Applications and provide support and assist others to respond to land contamination applications.
Key Roles, Tasks and Responsibilities
1. To act as lead officer for work stream.
2. To maintain a knowledge of relevant legislation, technology and information systems.
3. To be responsible for carrying out inspections, visits & investigations in respect of the work area listed above. Where necessary these may be complex and in-depth and involve other enforcement interventions in order to secure compliance with legislative requirements.
4. To prepare and serve notices and provide further evidence in support of legal proceedings.
5. To be responsible for ensuring that all records are up to date and registers are satisfactorily maintained and assist with the provision of data for returns.
6. To help develop, maintain and update a Council GIS database for potential contaminated land
7. To prepare detailed and complex reports as required.
8. To be responsible for the examination of planning and building control applications and provide advice and consultation comments to the Development Services Team and Building Control Team, including comments for appeals.
9. To carry out general surveys, monitoring and/or measurements that may be required from time to time. Interpret data and use this to inform decisions and other work.
1. Ensure communication with businesses and members of the public meet the highest standards to deliver a consistent and brilliant level of customer satisfaction.
1. Contribute to the service by training and providing advice and guidance to less experienced colleagues.
1. The postholder will be required to undertake inspections / investigations and attend evening meetings, undergo designated training sessions as necessary, which may be out of normal working hours and/or at other establishments as may be required.
1. To work in partnership with other agencies to develop and deliver efficiencies and service improvements.
1. To ensure that all related information on the website is relevant and up to date.
1. To be flexible in approach to the work of the Environmental Services Team, undertake any other duties as may be deemed necessary and where appropriate.
